Competent Person – PAT Testing

This web page provides a definition of ‘competent person’ and gives the Judge Electrical Limited definition of a ‘competent person’ in the context of electrical PAT testing.


The general definition of a ‘competent person’ is:

  • A person who has the knowledge, experience and practical skills to do a task.
  • A person who is capable of identifying and predicting problems.
  • A person who can assess the importance of a situation.
  • A person who has sufficient training and knowledge to deal with a situation.

Within the context of PAT testing a competent person is:

  • A person who has the knowledge, experience and practical skills to do the PAT testing:
    • The PAT tester should be PAT testing trained.
      The PAT tester should have experience of PAT testing and PAT testing equipment.
  • A person who has experience in identifying and predicting electrical problems:
    • The PAT tester should be able to use the PAT test results to identify problems.
    • The PAT tester should be able to use the results to predict problems before they happen.
  • A person who can assess what PAT testing results mean:
    • The PAT tester should be able to, for instance, identify any test failures that need immediate action.
  • A person who has enough PAT testing training and knowledge to deal with any problems that PAT testing identifies:
    • The PAT tester should be able to deal with any PAT testing failures.

 

PAT testing is not a ‘tick in the box’; PAT testing is done for a reason. A qualified electrician should do the PAT testing.

The Judge Electrical opinion is that PAT testing should be done by a qualified electrician. The electrician should have PAT testing training and be able to understand the results; the PAT tester should have enough knowledge and experience to deal with any problems that PAT testing reveals.
